What purpose does the CKEditorSettings.xml have AFTER the DNN portal is created?

Previously you mentioned this:

" All Editor Config Settings you can control from the Editor Config Tab, instead of the config.js.

The default settings are stored in the CKEditorSettings.xml in the portal home folder, but if you save the settings for portal, page or module instance they are stored in the Database (HostSettings table) "

If this is the case then what purpose does the CKEditorSettings.xml have AFTER the DNN portal is created?
